England Supporters Travel Club members who have tickets to Euro 2020 will have received an email from UEFA containing new information about the tournament.

    I'm sure also that somewhere in UEFA's terms and conditions there's a clause that says the lead applicant can get a refund for himself and three mates (or any of the three individually) but he can't get a refund for himself only and still allow the other three to retain their tickets. If the lead member wants a refund the other three have to effectively follow him. In these woke times please replace him for her where appropriate

    You are correct. It's in the UEFA ticketing FAQs.

    If the lead applicant can't go to the match because of illness then there is a 'get out' whereby he can pass his ticket to a friend or family member. All his mates on the order would keep their tickets. This ticket switch must be processed through UEFA otherwise this would be deemed to be a breach of the ticketing T&Cs resulting in potential cancellation of the ticket. Obviously, you can't claim sickness and invoke this 'get out' clause unless the match is in the next few days so we don't yet know how easy it would be to pass on your ticket in practice.

    This 'get out' does not get you a refund but it does mean that the ticket is not wasted and your mates' tickets are not cancelled.

    We have no information and probably won't have any until after UEFA formally make their announcement about venues and seating capacities on 20th April. Then, Team England can start to think about the practicalities of the ballots.

    If I were running the show, this would be my thought process. The reduced capacity is being put in place to allow social distancing. The fans in the disabled areas are already spaced out. So, there's no need to reduce the number of disabled tickets.

    The cynic in me thinks that these reduced capacity games will contain more of the higher priced tickets than the cheaper ones.

    As far as the ballots are concerned, these are going to be conducted by the FA according to the ESTC rules. Only those holding a ticket for a match will be eligible for the ballot for that match. Surely, no one is going to be moved to a different ticket category. UEFA are not going to want to give partial refunds for a downgrade nor collect supplementary payments for an upgrade. So, there will need to be separate ballots for each match and each ticket category within that match. I imagine that each mini-ballot will be on the 70/20/10 rule applied only to members in the relevant ticket category and based on the December 2020 caps table.

    I am assuming that the FA would apply the 70/20/10 rule but I don't know that this will be the case. If we had only been allocated 3,000 tickets per match in the first instance then the 70/20/10 rule would have been applied. This would have resulted in top cappers getting all of their requested tickets and low cappers being lucky to get any. This would also be the outcome if the reduced allocation of tickets were re-balloted now according to the ESTC rules. However, there are rumblings in some quarters that it would be fairer to allow all members who currently hold any tickets to at least retain something, which would mean high cappers losing some tickets.

    There's also the issue of group applications. ESTC rules say that each member of a group will be entered in the ballots individually on the basis of their own caps record. If the ESTC rules were applied to the reduced allocations then some groups would find that higher cap members of the group would retain their tickets and lower cap members wouldn't.

    What do people think the FA ought to do about the re-balloting ?

    If I understand things correctly....just because the first 3 matches are played at Wembley....that doesn't make them "Home" games in the normal sense.

    The members of the travel club could be less than the tkts allocated to us.

    Just use the normal club rules for away matches.......then all paid up members should get their tickets.

    Again, this is something which I don't know for certain, but it seems logical. In the original sales process, most of the category 3 tickets will have been hoovered up by high cappers who could bid for the cheaper tickets knowing that they were above the 70% caps cut-off. If there is now a separate ballot for each ticket category in the reduced allocation then a lot of high cappers will thereby lose their tickets. On the other hand, low cappers who had to bid for category 1 to give themselves a better chance of tickets might find that they are lucky enough to keep their tickets from the reduced allocation. This resultant distribution of the reduced ticket allocation would not have happened if we had originally been allocated around 3000 tickets per match because of the facility to be moved to a different category if your preferred choice was already fully allocated.

    I did wonder whether it might be possible to estimate where the 70% caps cut-off might be for the reduced ticket allocation. But this is just not possible for 2 reasons 

    #1  We would need to filter out of the caps table all those members who did not get tickets in the original distribution because they surely won't be involved in the ballots for the reduced allocation.

    #2  We would then need to split the resulting caps table into 3 mutually exclusive parts corresponding to the 3 ticket categories.

    This filtering and splitting exercise would need to be done separately for each match. Team England would have the information to do this but there is no way we can realistically estimate it.

    One thing Im trying to get my head around is that Uefa have stated that they will do their ballot in May, and those not lucky get  "Refunds will be processed as soon as possible ". But what happens if after that ballot Wembley then announce they can actually hold say another 5,0000 fans ?

    Uefa have had our money for 18 months already , so surely it makes sense for Uefa to hold onto the money after the first ballot and do another ballot if any stadium ups their capacity ? Or maybe they will just say 1 ballot and thats it?

    And then same really with the England Travel Club tickets, if you dont get a ticket for each game, will they refund immediately or hold on until were knocked out ?
    The tease is in the phrase the FA gave Uefa about 'minimum 25% at Group games'. Insinuating they could change the number, but I reckon unlikely.

    i think if they upped the capacity after processing refunds they will probably make it easier for themselves and give the ESTC more tickets first before going on general sale

    Your probably right Carl, but thats what I dont get. Uefa have had our money for 18 months, Im sure people would rather they kept it till after the Final, if it meant a better chance of getting a ticket. But at least it gives ESTC members a better chance of going,if thats what they decide.
