At first sight it looks like it has been replicated precisely ... https://www.uefa.com/MultimediaFiles/Download/competitions/EURO/02/64/21/93/2642193_DOWNLOAD.pdf

UEFA has also opened the second window of opportunity for those who want a refund on their Euro 2020 tickets. This window closes on 25th June at 1:00 pm (UK time). There will be no further opportunity after that date and time.

UEFA describes this as an opportunity for those who know that they will not be able to attend the re-arranged fixtures. But, of course, very few people will request refunds because they cannot attend. For most people, the refund request will be because they have suffered a severe loss of income during the lockdown and they cannot afford to give UEFA a substantial 12 month interest free loan. Many of these people would still like to attend the matches and they may be hoping that they can buy back their tickets next year when their financial situation is back on a firm foundation.

UEFA has not revealed how or when the returned tickets will be resold. The FA are hoping that tickets issued through their allocation will be returned to them for resale to other ESTC members but it has not been confirmed that this will be the case. Regardless, it is my belief that UEFA will want the resales to be conducted later this summer, as soon as the process can be agreed and set up. I may be wrong : I have no inside information. But members considering requesting refunds should take into account the possibility that they may not be able to buy back their tickets next year.
