UEFA EURO 2020

already seeing people selling tickets for group games

not sure how it is possible with all the checks that will be in place with the app and covid testing etc.. but still very frustrating to see ....

    The terms and conditions are updated so you can sell UEFA ballot tickets on and transfer them via the App. Makes sense if fans can't make the new dates, can't travel or are ill. My friend has 2 and can't travel to the UK, UEFA aren't giving refunds.

    Nope.

    What you are permitted to do under the T&Cs

    You can transfer tickets from your phone to the phone of a guest who was named on your original ticket application.

    If you are unable to attend the match for medical reasons, you can transfer your ticket to a friend or family member. You need to inform UEFA in advance of the match. It's not stated what evidence they might require of your medical reasons. Nor is it stated whether it counts as a medical reason if you are required to go into quarantine when entering a country.

    What you are not permitted to do under the T&Cs

    Sell on your ticket. 

    Pass on your ticket to someone else because you are unable to travel due to coronavirus travel restriction such as host country entry restrictions.

    Whether UEFA will enforce the T&Cs is another matter. All ticket transfers must take place through the app and they are recorded using blockchain technology. The software is capable of preventing transfers which are not permitted under the T&Cs. But the app is essentially the same one as for the Nations League in Portugal in 2019. On that occasion, UEFA did not make use of the software's anti-touting capabilities and there was unfettered transfer of tickets to any Tom, Dick or Harry.

    I know weve banged this drum David, but its crazy Uefa havent offered a ticket transfer portal. Loads will have bought knockout tickets, but if their team doesnt get through they probably wont go - but then you have loads who will then want to go.
    Uefa still havent made it clear any rules about this ticket transferring due to medical issues. Maybe they wont who knows.

    Two years ago when you purchased tickets from UEFA, there was no requirement to name your guest, so you can transfer them on to anyone surely. I can't see how would need to prove to UEFA that you are ill and the person you are transferring the ticket to is an actual friend.

    In your comment, you highlight very well the difference between having a rule and enforcing a rule.

    The ticket application form for the Nations League 2 years ago required applicants to name their guests and only permitted transfers to those guests.

    3.11. In the Application Form, the Applicant is required to provide the surname, first name, date of birth, country of nationality, Passport or ID number for himself/herself and his/her Guest(s) and a postal address and phone number for the himself/herself.........

    7.2. The Successful Applicant shall be permitted to:

    a. transfer Tickets to his/her Guest(s) (the details of whom were provided in the Application Form) provided that (jointly): ........

    However, in the event, people were able to transfer their tickets through the app to anyone, whether friend, tout or secondary ticketing site.

    More or less the same restrictions are in the T&Cs for Euro 2020. The ticketing app and supporting software has the capability to cross-check who you are transferring your ticket to with their database of applicants and guests. But will they do it ? The vibes I'm getting are that UEFA again won't enforce the rule and that transfer of tickets to anyone will be possible. We'll just have to see.

    There was no option to provide guest name when purchasing 2 years, will be harsh for UEFA to enforce that people attending an event match the name of the applicant 2 years previous. If the option to transfer is not available then if someone is ill or can't make it the tickets will just not be used and the seats will be empty which doesn't benefit anybody. Sure UEFA would rather have fans there then not.
