Cap totals

A couple of questions first on my account it says I have 25 active caps but on the england Supporter’s open page it says I have 14 this seems more correct 14 why are they showing different totals . Also as anyone any idea if they do go off the 70% too highest cappers 30% ballot will they go off the cap total now or off the caps you had when we first applied which would be more as they took the previous 2 years off us thanks if anyone as any ideas about all of they above
