Can you move between sections in Wembley?

Appreciate some may disagree with the sentiment here, but is it possible to move between sections at Wembley? Never even considered this in the past but with tickets up in the gods and 75% empty seats could you just wander down and sit behind the goal?

Anyone else still not received their refund from UEFA? Mine shouldn’t be complicated. The card hasn’t changed and I logged in a while back to make sure the IBAN and everything was there. It was on a debit card if that’s significant.
